Hugh Chow, Partner, Radiant Tech Ventures

Mr Hugh Chow has 30 years of global executive experience in innovation and technology, investment, board governance, R&D and engineering management.

Mr Chow currently serves on the Management Committee of the HKD$1B Smart Traffic Fund, the Traffic Advisory Committee, and the Enterprise Support Scheme Assessment Panel for the Hong Kong Government. Advising for the Guangdong-Hong Kong-Macao Bay Area Economic and Trade Association, he is also a member of the Independent Vetting Committee of the Institute of Big Data Governance and the Advisory Board of the Our Hong Kong Foundation. Mr Chow also serves as Chairman of The Apple Tree Preschool and Learning Centres.

In 2018, Mr Chow was recruited globally by the Hong Kong Government and appointed CEO of Hong Kong Applied Science and Technology Research Institute, a world leading government funded applied research institute with 600 full-time researchers.

At ASTRI, Mr Chow was designated by the Ministry of Science and Technology of People Republic of China as the Director of the Chinese National Engineering Research Centre for Application Specific Integrated Circuits in Hong Kong. He was also appointed as the Co-Director of the Greater Bay Area Committee of the China 3rd Generation Semiconductor Technology Innovation Strategic Alliance, and the Honorary Chairman of the Hong Kong Electronics and Technologies Association. Other public services by Mr Chow included the Innovation and Communications Technology Advisory Committee of the Hong
Kong Trade Development Council; the Scholarship Administration Committee of the Hong Kong Federation of Youth Groups; the Re-industrialisation Funding Scheme Vetting Committee and the Expert Panel on the Designation of Designated Local Research Institutions.

As Guest of Honour, Mr Chow delivered the Opening Speech at the 88th Congregation for the Faculty of Engineering of the Chinese University of Hong Kong in 2020. Mr Chow also serves on the Departmental Advisory Committee of Electrical and Electronic Engineering of University of Hong Kong; the Faculty of Engineering Advisory Board of the Chinese University of Hong Kong; and the Advisory Board of the Hong Kong University Engineering Alumni Association.

Mr Chow began his career as an inventor and engineer when he rode the hi-tech management ranks from 1990 to 2000 and accumulated 12 international patents at ATI Technologies Inc. He subsequently co-founded ViXS Systems Inc. in 2001 and took it public on the Toronto Stock Exchange in 2013. During those years, ViXS secured close to $100M of venture capital, expanded its business globally with 8 R&D centres world wide, and exported over $500M of semiconductor products, systems and licenses to 13 countries. Mr Chow was also awarded 8 consecutive Deloitte Fast 50, ACCE International Business 2007, Hong Kong Canada Business Achievement 2014.

In 2016, Mr Chow co-founded Pool Global Partners and launched 2 venture funds with an investment thesis on deep-tech, sustainability and ESG. During his 2-decade tenure at ViXS and Pool, he liaised closely with Zhongguancun Venture Capital and Private Equity Association, and many other government agencies including Export Development Canada, Business Development Bank of Canada, Ministry of Innovation Science and Industry, Global Affairs, and on occasion Members of Parliament and Senate.

Mr Chow also served as an Independent Non-Executive Director at Miovision, a USD$300M+ Smart Traffic company, and mentored for the Hong Kong X-Tech Startup Platform, the Checkerboard Landing Program by Saltagen Ventures, the School for Social Entrepreneurs and Enterprise Toronto.  Holder of a Bachelor of Science degree in Electrical Engineering from the University of Hong Kong, and a Master of Science degree in Electrical Engineering from the University of Colorado in the United States with a GPA of 4.0, Mr Chow also completed in the Hong Kong Securities and Investment Institute Licensing Examination and became eligible for the Securities and Future Commission Type 9 asset management licence in Hong Kong. He is also a Transport Canada licensed pilot, a marathoner and an Ironman triathlete.
