Bridging Canada’s Advice Gap with Global Insights

The UK is Enabling New Financial Advice Models. Should Canada Act Too?

In the UK, the Financial Conduct Authority (FCA) has proposed a new approach to tackle the issue of improving access to financial advice, so people can make informed investment decisions. The FCA is calling this a 'once in a generation' reform that would let firms provide targeted and simplified financial advice to underserved populations without the regulatory burden of full-service advisoryShould Canada be exploring a similar path?

On June 29, 2025, the FCA released a consultation in effort to alter how financial guidance is delivered. According to the regulator, only 9% of UK adults received regulated advice in 2024.  At the same time, over 7 million people are holding more than £10,000 in cash without investing it. The proposed rules include two core categories:

  1. Targeted support would allow firms to provide grouped financial nudges based on shared characteristics, such as young adults holding idle savings or retirees at risk of over-drawing retirement accounts. This type of guidance could be delivered digitally without full fact-finding.
  1. Simplified advice would allow firms to offer limited product recommendations to individual clients without conducting full suitability assessments currently required. These rules are intended to reduce compliance costs and encourage firms to serve every day clients.

The FCA expects around 100 firms to offer services under these reforms by April 2026.  The proposal aims to support better outcomes for consumers while still protecting investors.

Canada’s Investment Advice Landscape

In Canada, regulated investment advice is tightly controlled. Firms offering investment recommendations must be registered with a provincial securities regulator and meet strict know-your-client (KYC) and suitability obligations. This approach is critical for investor protection but it creates high cost and operational barriers for reaching clients with modest portfolios.

The FCAC’s National Financial Literacy Strategy 2021–2026 emphasizes its mandate to enhance Canadians’ financial knowledge and resilience, but efforts so far rely heavily on education, tools, and public awareness. The CSA’s Investor Education Committee has launched social campaigns, investor alerts, and literacy tools to empower Canadians to make informed financial decisions.

According to CSA research, more than 40% report low confidence in their investment knowledge.  Findings show a decline in advisor use (down to 61%), while DIY attitudes rise (45% have self-directed accounts), raising concerns about whether Canadians have sufficient knowledge and confidence to manage investments on their own.

Robo-advisors and the Evolving Opportunity

Canada’s robo-advisor market is expanding swiftly. Wealthsimple alone manages over $70 billion CAD (as of June 2025), Questrade’s Questwealth holds $30 billion CAD (early 2020), and even more growth is expected as digital investing gains traction, with services increasingly adopted by younger investors. These platforms offer digital-first, affordable investment tools, but remain constrained by current regulatory expectations.

By contrast, the FCA's framework could allow robo-advisors to deliver access to simpler advice or proactive guidance based on behavioural data. These changes have the potential to increase access while reducing costs, without compromising key investor protections. In Canada, any comparable flexibility would require regulatory change.

Finfluencers and Informal Advice

Another growing channel for financial guidance is social media. In Canada, 82% of Gen Z investors report following influencers for financial tips, and 44% believe online advice is as useful as traditional advisors. While some content is educational, the Ontario Securities Commission and Alberta Securities Commission have raised concerns about unregistered finfluencers promoting securities without appropriate disclosures.

If Canada created space for fintechs and advisors to offer low-cost, regulated advice digitally, it could reduce dependence on informal and sometimes misleading content. The FCA’s 'once in a lifetime' reforms aim to do just that, offering a model Canada could adapt to fit our regulatory landscape.

Outlook

Canada’s fintech innovators are capable of building trusted, scalable tools to help close the advice gap. But changes to regulatory structures need to happen to support new delivery models. The FCA’s targeted support and simplified advice categories are a good benchmark and approach.  Canadian regulators and policy makers should be exploring how to safely expand access to financial guidance that is compliant, cost-effective, and in the public interest.

Kickstarter Crowdfunding Record Over $61 Million (and counting) for eufyMake E1 Project

On June 24, 2025, the eufyMake E1 UV Printer officially became the highest funded project in Kickstarter history; raising over $61 million from more than 17,000 backers, surpassing the previous record of $41.7 million. The compact printer offers plug and print functionality and can print on a wide range of materials including metal, leather, and glass.  Pricing at $499 helped attract broad consumer interest during its 30-day campaign window.

According to the release, the campaign launched on April 29 and exceed $10 million in the first 14 hours, and then became Kickstarter's all time funding leader in less than a month.  This is a monstrous achievement and moment to celebrate for non-investment crowdfunding in 2025.

Boost for Reward-Based Crowdfunding

In recent years, most attention in alternative finance has shone a spotlight on equity crowdfunding, token sales, and hybrid fintech models. Yet the record breaking and live E1 crowdfunding campaign shows that reward-based crowdfunding can still raise significant funding at global scale when a product fits the market.

CSA Consultation on New Canadian ETF Rules

CSA Looks to Update ETF Rules to Protect Investors and Increase Transparency

On June 19, 2025, the Canadian Securities Administrators (CSA) published Consultation Paper 81-409, proposing to modernize ETFs and how they are regulated in Canada, and is soliciting feedback.

ETFs are one of the most popular investment products in the country. Last year, Canadians invested $518 billion in ETFs, which represents about 19% of all publicly offered fund assets in Canada. Retail investors held around 62% of those ETF assets, according to the OSC ETF Study cited in the paper.

The CSA began reviewing ETF rules in 2023 to see whether the current approach still works. The review focused on key ETF features such as the way ETF units are created or redeemed by authorized dealers, how ETFs trade on exchanges, and how the price of ETF units compares to the value of their underlying investments. The CSA also considered recent international standards published by IOSCO, the global body of securities regulators.

Stan Magidson, Chair of the CSA and Chair and CEO of the Alberta Securities Commission:

“ETFs are an increasingly important investment vehicle for Canadians.  This consultation will provide the CSA with important insights into the unique regulatory considerations for these products.”

Key Proposals for Consultation

  • Require ETF managers to follow written procedures for issuing and cancelling units, including how asset baskets are built, when custom baskets are allowed, and how conflicts of interest with dealers are managed
  • Mandate ETF websites to publish daily price and trading data, such as the difference between market price and net asset value (NAV), bid-ask spreads over the past 30 days, and historical charts showing price alignment with the fund’s holdings

  • Require managers to actively monitor trading performance to ensure prices, spreads, and dealer activity are supporting fair and efficient trading
  • Make authorized participant contracts public. These are the dealers that create or cancel ETF units, and their agreements would need to be filed and summarized in official ETF documents
  • Seek feedback on whether every ETF should have at least two authorized dealers to prevent overreliance on a single firm, especially during market stress

The CSA is also seeking feedback on how Canadians investors access U.S. listed ETFs, either directly through broker-dealer platforms or indirectly through Canadian ETFs that hold foreign-listed funds.

Conclusion

More Canadians are using ETFs to invest in everything from stocks and bonds to commodities and global markets. These proposed changes are designed to protect investors, improve transparency, and support competition by making sure the rules reflect how ETFs actually work today.

Built to Break: Why Vehicle Design Matters in Crash Games

One of the first surprises in any crash game is this: not all vehicles break the same way. Some fold in half with satisfying fluidity. Others resist impact, barely denting. A lightweight sports car might flip wildly. A heavy van might crash into the pavement and stop dead. These define the entire experience.

Are Finfluencers in Trouble or Just Getting Regulated?

Regulators Take Action on Unlawful Finfluencers While Advocates Urge Clarity, Fairness and Access

Canadian regulators joined a coordinated global crackdown last week targeting unlawful finfluencers, or social media personalities promoting investments without registration or oversight. While enforcement activity is increasingly in focus, global experts and finfluencer advocates are warning that overly restrictive  approaches will harm innovation, reduce access to financial education, and weaken digital financial literacy efforts.

As part of the Global Week of Action Against Unlawful Finfluencers, the Ontario Securities Commission (OSC) collaborated with regulators from the UK, Australia, the United Arab Emirates, Italy, and Hong Kong to investigate unlawful influencer activity.

The OSC reviewed 87 finfluencers and 9 issuers that used influencer promotions, and found some were offering unregistered investment advice or sharing misleading content, especially in the crypto sector.  In-person warnings, gathering of evidence, and educational outreach were used to prevent retail investors being harmed.

“International relationships are vital in countering this growing issue.  The OSC’s recent research highlights the substantial influence social media personalities have on investor behaviour.”

Promote Compliance Without Silencing Education

In May 2025, the International Organization of Securities Commissions - IOSCO published its final report on finfluencers, to address online retail investor safety.  Both the OSC and IOSCO's research on the impact of finfluencers were aligned, highlighting risks such as gamification and how social media and trading platforms can blur the line between general information and regulated investment advice.

IOSCO doesn't advocate for bans but rather outlines a series of good practices for regulators, platforms, market intermediaries, and finfluencers:

  • Clear disclosures of paid relationships and risks
  • Investor education tools
  • Proportionate regulatory responses
  • Collaborative oversight frameworks

“These reports set out globally aligned expectations for ethical conduct and effective oversight... ensuring that technology enhances trust, rather than undermining it,”

Finfluencer Advocate Perspective 

Not all creators are breaking the rules. According to the CFA Institute’s 2024 finfluencers appeal report, many finfluencers are filling educational gaps and helping demystify investing and financial planning for younger and underserved audiences. They create digestible and accessible content, often without commercial promotion or investment recommendations. Some are careful to include disclaimers and avoid offering specific advice.

A Wealth Professional Canada article cited Tangerine survey that discovered 60% of Canadians who follow finfluencers said they had benefited from their content. At the same time, those who acted on influencer tips were found to be 12 times more likely to experience scams.

Advocates argue that regulation should distinguish between financial education and commercial promotion. They are calling for clarity on how to remain compliant, not for the removal of content that informs and empowers.

“Most of us want to educate and uplift.  But we need the rules to be clear and fair, not just fear-based.”

How Canada Compares to Global Peers

While Canada takes a proactive, data driven approach to enforcement of finfluencers while increasing public awareness for finfluencer risks, how do we shape up to our peer countries?

In Australia, the Australian Securities and Investments Commission - ASIC released guidance for social media influencers through INFO 269. ASIC warns that creators discussing financial products may be in breach of the law if they are unlicensed and don't follow compliance standards. The guidance supports financial literacy content as long as it avoids over promotion and includes proper disclosures.

In the United Kingdom, the Financial Conduct Authority (FCA) has focused on financial promotions. The FCA targets firms that pay finfluencers to promote investments without regulatory approval and has updated the financial promotions regime to apply to social media content.

Italy’s CONSOB and other European and Middle Eastern regulators also participated in the coordinated enforcement week. These jurisdictions are enhancing joint oversight of social media investment promotions, especially in the context of crypto and speculative assets.

In the United States, regulators such as the SEC and FINRA have pursued enforcement through existing anti-fraud provisions. While there is no finfluencer-specific guidance, recent actions have targeted offside celebrity crypto endorsements and undisclosed paid promotions.

Importantly, none of the major jurisdictions have called for bans, so global consensus is aligning with regulators to build frameworks that promote compliance, transparency, and public awareness instead.

Conclusion

Finfluencers are becoming as influential as traditional advisors, even more so for digitally native and younger investors.  So oversight is warranted but the focus should be on compliance that doesn't undermine financial literacy and inclusion.  Regulatory consensus shows that with clear rules, good practices, and global cooperation that clear rules and strategic oversight can protect investors while empowering open access to useful financial content online.
